1. Define the basement’s intended use before planning rooms
Start by writing one clear description of the finished basement’s intended use. This decision affects layout, safety planning, services, permits, and potentially the path after construction.
- Finished recreation space, office, bedrooms, or storage for the main household
- A basement with a bathroom, laundry, kitchen, or wet bar
- A self-contained additional residential unit
- An existing finished basement that needs to be reviewed and legalized
- A project that includes exterior work, such as a new separate entrance or an enlarged window
Be specific about future plans as well as immediate ones. For example, a family room with a small washroom is a different starting point from a layout intended to become a self-contained unit. Adding a kitchen, changing exits, or converting rooms later can require walls, ceilings, and services to be reopened. Planning for the intended use from the outset gives the drawing set a consistent purpose.
If the basement is already occupied, rented, or subject to a notice, include that in the request. Existing legalization work needs drawings that distinguish what is present, what can be retained, and what corrective work is proposed. 2. Gather property and permit records
Available records reduce the amount that must be inferred from a site measure. They also help identify whether the proposed basement work connects to previous approvals or exterior conditions.
Collect copies of the following where available:
- A legal property survey, especially if the project includes a separate entrance, window well, excavation, exterior stairs, or other work near a property line
- Original builder plans, floor plans, or previous renovation drawings
- Building permits, closed-permit documents, inspection records, and any available final documentation
- Existing notices, orders, review comments, or correspondence related to the property
- Renovation contracts, invoices, and dated photos that may help explain previous work
- Electrical documentation and any records related to prior trade work
- Information about existing additional residential unit registration or rental licensing, if applicable
Do not discard incomplete records because they seem old. A partial drawing, permit number, or photo can still help compare the current basement with previous work. At the same time, records do not prove what is hidden behind finished walls or ceilings. Where there is uncertainty, the drawing and inspection path may need to account for selective openings or further review.
3. Create an accurate picture of the existing basement
Permit drawings need to reflect the actual building, not an approximate memory of it. If you have not had a full measure taken, prepare a simple sketch and note the dimensions you can confirm. It does not need to be a polished plan, but it should show the general relationship of rooms and fixed elements.
Record or photograph the following:
- Overall basement dimensions, stair location, hallways, and room boundaries
- Ceiling heights, including lower areas below beams, ducts, pipes, and bulkheads
- Windows, exterior doors, window wells, and interior door openings
- Posts, beams, foundation walls, soffits, and obvious structural changes
- Existing kitchens, bathrooms, laundry equipment, and plumbing rough-ins
- Mechanical rooms, electrical panels, water meters, furnaces, water heaters, sumps, cleanouts, and other service equipment
- Areas with water staining, musty odours, visible cracks, or signs of moisture damage
Take wide photos of each room first, then closer photos of details such as the electrical panel, furnace area, exposed piping, ductwork, windows, and stairs. Label the photos by room or location. This is more helpful than sending a large group of unlabelled images.
4. Decide the key rooms and how they must function
A useful drawing brief explains what each room needs to do, not merely what you want to call it. A bedroom, bathroom, laundry, kitchen, storage room, and mechanical room have different space, access, service, and safety implications.
For each proposed room, note:
- Its intended use and whether it needs privacy, daylight, storage, or accessibility around doors
- Furniture or equipment that establishes the room’s practical size, such as a bed, desk, sofa, laundry pair, or dining table
- Whether it needs water, drainage, ventilation, dedicated electrical loads, or exhaust
- How people will enter, leave, and move through the space
- Whether a door, window, or wall is being added, removed, relocated, or left in place
For kitchens and bathrooms, identify the desired fixture and appliance list early. A kitchen layout changes when it includes a dishwasher, range, refrigerator, microwave, laundry equipment, or an island. A bathroom layout changes when it includes a shower, tub, vanity, toilet, or floor drain. Exact finish selections can often wait, but the functional fixtures cannot.
Keep mechanical areas in the plan rather than treating them as leftover space. Equipment needs suitable access for servicing, filters, shutoffs, panels, and other required maintenance. Closing off a mechanical room without accounting for access can create a difficult problem after finishing work is complete.
5. Treat plumbing, HVAC, and electrical as layout constraints
The most attractive floor plan can fail in practice if it ignores the systems already running through the house. Before requesting drawings, identify where the main plumbing stacks, drainage lines, duct trunks, heating equipment, electrical panel, and major service routes are located.
Plumbing
Bathrooms, kitchens, and laundry areas need water supply, drainage, and venting. Locating wet areas closer to existing drainage can reduce the need for extensive slab work, but the final arrangement still has to be designed and approved appropriately. Note any floor drains, cleanouts, sump equipment, or known underground plumbing locations.
HVAC and ventilation
Ductwork and pipes can affect ceiling height, bulkhead locations, room boundaries, and door heights. Identify supplies, returns, exhaust routes, and the furnace or other heating equipment. Mechanical planning is especially important where the basement will have new rooms, bathrooms, a kitchen, or separate living areas.
Electrical
Photograph the electrical panel with its cover closed and provide any available information about prior changes. List major new loads, such as an electric range, dryer, additional heating equipment, or numerous new circuits. Electrical work follows its own notification and inspection process, so it should be coordinated with the broader renovation plan rather than left until walls are framed.
Systems also pass through walls and ceilings. 6. Provide exterior details for entrances and windows
Exterior changes deserve early attention because they can affect property relationships, grading, drainage, structural details, and the interior layout. Include exterior photos from several angles and mark the preferred location if you are considering any of the following:
- A separate basement entrance
- A new exterior door or a foundation opening
- New or enlarged basement windows
- Window wells, guards, exterior stairs, or a below-grade landing
- Changes near gas meters, electrical equipment, air-conditioning equipment, drainage features, or neighbouring structures
A separate entrance is not simply a door in the foundation. Its location needs to work with side-yard space, grading, drainage, footings, structural loads, utilities, exterior stairs, and the room it reaches indoors. A window change can also require details beyond the window itself. Avoid committing to excavation, cutting, or window enlargement before the related conditions have been reviewed.
7. Identify what is known, what is concealed, and what has changed
This step is particularly important for an existing finished basement. Separate confirmed information from assumptions. For example, you may know that a bathroom was added, but not know whether the drainage route, wiring, insulation, or fire-separation assembly behind the finishes can be verified.
Make a short list of:
- Work you know was completed without available drawings or permit records
- Rooms that differ from earlier plans
- Areas where ceilings or walls conceal beams, ducts, wiring, or plumbing
- Known leaks, drainage problems, moisture concerns, or repairs
- Previous openings, additions, or alterations to windows, doors, stairs, or foundation walls
An assessment can review visible conditions and available documentation, but it cannot certify concealed work or guarantee that finished construction can remain. Being direct about unknowns helps establish a realistic next step instead of building a design around unverified conditions.
8. Make the decisions that prevent drawing revisions
Owner changes after a design is underway are a common source of avoidable revisions. Before requesting drawings, decide the items that have the widest effect on the plan:
- Will the basement remain part of the main home or operate as a self-contained unit?
- How many bedrooms, bathrooms, and living areas are required?
- Will there be a kitchen, wet bar, laundry, or only plumbing rough-ins?
- Is a separate entrance necessary, and where would you prefer it?
- Which existing walls, windows, and doors must remain?
- What storage and mechanical access must be preserved?
- Are there planned exterior changes, structural openings, or future phases?
You do not need to choose every cabinet handle or flooring colour before drawings. The priority is settling the decisions that affect dimensions, fixtures, openings, services, safety assemblies, and construction scope.
9. Understand what happens after drawings are prepared
Drawings are a key part of the permit process, but they are not the permit itself. A complete application can require property information, current forms and schedules, designer documentation, and responses to review comments. The required documents depend on the project and applicable conditions.
Once a design is ready, review the plans carefully before submission. Confirm that room uses, door and window locations, fixtures, entrance details, and retained areas match your decisions. - A simple existing-layout sketch with key measurements
- Room-by-room and exterior photos, labelled by location
